Replace Your Peeling Plates for FREE

The printed coating on some older New York state license plates may be peeling off the metal plates. This is called delamination, and it can lead to fines up to $200 if a plate is unreadable.
There is no charge to exchange peeling plates for a new set. Just visit a Department of Motor Vehicles office or call 1-518-402-4838 between the hours of 8 a.m. and 4 p.m. Monday through Friday.
You may be asked to submit a photograph of the peeling plates or to bring them in to the office at the time of the transaction. Replacement of the delaminated plates is free, but there is a $20 fee if you want to keep the same plate number.
Only replacement of delaminated plates is free. If your license plates show damage from natural use, including fading or cracking, or crash damage, the replacement fee is $25, plus a $3.75 fee to issue a new registration.

I wish there was a clear answer to this! From what we can find, CNY Central reported on this issue last year. Here's an excerpt:
(Department of Corrections and Community Service) spokesperson Thomas Mailey responded to News10NBC with this:
"DOCCS continuously reviews and evaluates all of its programs for quality and effectiveness. With regards to the Department's license plate program at the Auburn Correctional Facility, DOCCS and its vendor 3M investigated this issue and were not able to replicate the peeling under a variety of conditions. However, we continue to monitor for production issues and if appropriate would implement any necessary upgrades or improvements."
What caused the plates to peel? Has that problem been fixed? If not, what is the plan to get the problem fixed?
